IT and System Development Specialist



    • Candidate must possess at least a Diploma, Bachelor's Degree, Master's Degree / Post Graduate Degree, Computer Science/Information Technology, Engineering (Computer/Telecommunication) or equivalent.
    • At least 3 (three) years of proven experience in LAMP – Linux operating system, Apache web-server, MySQL database and PHP programming language;
    • Demonstrate knowledge of maintaining web-server, web-gis, system administration, and system configuration;
    • Ability to design system and application requirements based on users’ output requirement;
    • Familiarity of Linux system administration (Debian) will be an advantage; and
    • Experience working with environmental activities will be a plus.

    • At least 3 year(s) of working experience in the related field is required for this position.

    Job Description:
    Information Technology and System Development Specialist will have the following responsibilities:
    • ICT-related activities and aimed at revamping ICT in the Belantara Foundation focusing primarily on the objectives below:
      • Full upgrade of the ICT infrastructure, including:
        • To develop and maintenance Belantara Foundation Server;
        • To backup link installation and related link load balancer configuration;
        • Network and Internet connectivity optimization, central management, bandwidth monitoring, etc.;
        • To provide technical expertise.
      • Day-to-day ICT support and training of the longer-term ICT personnel:
        • To provide satisfactory day-to-day ICT support to users in the office;
        • On-the-job training for the longer term ICT personnel in the office;
        • To develop and implement basic IT procedures for operating and maintenance of IT equipment;
        • To ensure proper management of IT equipment assets through proper assignment to users and asset management;
        • To propose IT equipment maintenance strategy; and
        • To assess IT user equipment needs and spearhead disposal of old IT equipment and draft replacement plan.
      • Contribute to inter-agency ICT operations:
        • To spearhead resurgence of inter-agency ICT Working Group with view of harmonizing infrastructure;
        • To lead establishment of inter-agency ICT team, by analyzing ICT needs of agencies, identifying functions and drafting of ToR’s and coordinating procurement and recruitment processes; and
        • ICT capacity building of technical staff and user empowerment through regular ICT tips.
    • Under the guidance of Belantara Foundation’s Management Team, the Specialist will be expected to undertake the following tasks:
      • Develop & Maintenance of Belantara Foundation Website, including Office Management System;
      • Implementation of a robust set of services and APIs to power the web application;
      • Building reusable code and libraries for future use;
      • Optimization of the application for maximum speed and scalability;
      • Implementation of security and data protection;
      • Integration of the front-end and back-end aspects of the web application.
    • Support other Belantara Foundation staff as needed.

    Belantara Foundation (BELANTARA) is aimed to support the strengthening of forest and protected areas governance through enhancing the forest policy, legislation and institutions, and implementing sustainable forest management models on a pilot basis. The Landscape Forest Management Plan (LFMP) Program will be implemented in ten landscape  extended over five provinces: Riau, Jambi, SumSel, Kalbar and Kaltim.
    The Program is supported by the Asia Pulp and Paper contributing to a   fund administered by   BELANTARA. Implementation of the Program is led by the BELANTARA, working in partnership with the other collaborative institutions in the area.
