    MAIN RESPONSIBILITIES: Work Plan/Project: Support the Senior Project Coordinator to develop annual work plan activities related to BPOM and the Ministry of Health (National TB Program, National AIDS Program and FARMAKES) in line with Indonesia and/or Global USP PQM work plans Ensures timely implementation of work plan activities by coordinating all aspects of project coordination, communication, and execution under the guidance of the Senior Project Coordinator Develops improvements and innovations to enhance performance on work plan implementation Participates in strategy development of project implementation, which include developing TOR, budget plan, initiating communication and coordinating with provincial/district health offices and BPOM institutions Initiates and facilitates the active participation and empowerment of BPOM and MOH in project implementation, such as to establish or enhance structures to secure regular consultation between USP PQM and partners, and establishing timetable for proposed activities in provincial level, discussing and getting approval from both national and provincial BPOM Performs other related tasks, as requested Collaboration at the National and Provincial levels: Actively participates in cross-functional groups to solve problems across project such as ensure the BPOM / MOH can access relevant information in order to strengthened in-country coordination mechanisms, such as: ATM Medicine’s data collection (stock level) for BPOM to set priority sampling for Post Marketing Surveillance Program. Provide update information from MOH or related to treatment guideline on priority diseases to BPOM Provide update PMS Program BPOM to MOH especially logistic team and warehouse staff Networking & Relationship Building National and Provincial Level Utilize a network of relationship to collect and disseminate information and build support for desired objectives Engage with UN agencies (WHO) and other relevant government ministries to influence their thinking, policies and practices on coordination, as needed Pro-actively engages present and future stakeholders in design, priority setting, and implementation Builds coalitions among the various stakeholders; negotiates authority to move the project forward Financial Management Manage project budget and resource allocations Ensures that project funds are managed in a timely and appropriate manner include collaborate with finance department closely monitor budget expenditures Ensures that accurate and timely financial and narrative of activities reports are prepared and issued to COP Monitoring, Evaluation & Reporting Conducts quarterly and annual reviews of ongoing project deliverables according to agreed work plan Support COP and M&E specialist to develop Quarterly and Annual reports Works to ensure that lessons learned and best practices are incorporated into new project designs MINIMUM REQUIRED QUALIFICATIONS: S1-level Bachelor degree or higher in the areas of apoteker, public health, medicine, pharmacy, pharmaceutical quality control, or pharmaceutical chemistry Required Experience: Minimum 4 years of project coordination/management experience in the field of TB, Malaria, and/or HIV Experience working with the Indonesian government (MOH and/or BPOM) and international donor agencies (USAID, DFAT, Global Fund, etc) Knowledge, Skills and Abilities (KSA’s): Excellent communication skills (written and oral), sensitivity to and responsiveness to all partners, donors and project staff, and the ability to work independently and to liaise and coordinate activities between different stakeholders (government, private, international, local) Excellent analytical skills mature judgment combined with a proactive, energetic approach to problem solving Recognizes problems or situations that are new or without clear precedent. Evaluates alternatives and finds solutions using a systematic, multi-step approach.     MAIN RESPONSIBILITIES: Develops the USP/PQM Performance Monitoring Plan (PMP) document in alignment with the PQM global results framework and PMP in order to track the completion of the program goals Develops detailed PMP/M&E implementation plan (e.g. data collection, data quality check, data analysis, etc.) for the USP/PQM Indonesia program periodically monitors and evaluates the program to ensure it is on track and assessing the validity of the information and indicators that contribute to that plan Monitors all project activities and progress towards achieving project outputs to ensure the project is on track according to the work plan Suggests strategies to Senior Chief of Party for improving the efficiency, effectiveness and sustainability of the program Collects data for all country level indicators and enter into a database (Newdea) on a regular basis seeks ways to streamline the process and increase efficiency in gathering and using performance information Coordinates the regular review of progress towards achieving program objectives through monthly/quarterly program reviews, portfolio reviews or other processes.     DUTY STATION: Jakarta, Indonesia with travel in IndonesiaREPORTS TO: Indonesia Chief of Party    OVERVIEW:The Pharmaceutical Quality Assurance/Quality Control Specialist will support the implementation of the USP PQM work plan activities in Indonesia related to strengthening BPOM central and provincial laboratories, supporting post-marketing surveillance activities, providing training support and project reporting. Activities are focused on quality control of medicines and diagnostics products for tuberculosis and HIV control programs in Indonesia. The Technical Advisor is expected to provide high-level technical assistance to the Government of Indonesia and to local manufacturers (as needed) on basic and compendial testing based on ISO/IEC 17025, GLP requirements for WHO Prequalification of Quality Control laboratories, ICH (The International Conference on Harmonization of Technical Requirements for Registration of Pharmaceuticals for Human Use), USP, and other relevant standards. This project is funded under the USAID Indonesia mission Office of Health in Jakarta, IndonesiaMAIN RESPONSIBILITIES: Provide ongoing training and technical assistance support to BPOM and other quality control laboratories in Indonesia on basic and compendial testing under the USP PQM program Provide assistance to BPOM staff at National and Provincial Lab on drafting and review and implementation of their SOP or written procedures Provide assistance and support BPOM staff at National and Provincial Lab on implementation of Quality Management System Coordinate activities under GFATM support, including liaising with national TB and AIDS programs, BINFAR, and BPOM Support CoP and USP PQM QA/QC senior management and staff to implement TB and HIV work plans including conducting sampling and testing of medicines throughout supply chain Travel to central or provincial BPOM and BBPOM QC labs as needed for training, follow-up, and project implementation Provide troubleshooting for equipment and systems used in compendial testing of medicines (HPLC, LC-MS MS, UV, KF titration, dissolution, etc.) Conduct pre-assessment and support the USP Expert on assessment in provincial lab.
